HE selection of Dassault Rafale to meet the Indian Air Force’s requirement of a Medium Multirole Combat Aircraft (MMRCA) was deliberately kept as low key as the short-listing of Rafale and Eurofighter. The objective was clearly not to attract too much attention to the deal in the middle of critical assembly elections, where the Congress Party had entered the arena with clear indictment of its role in disbursement of highly profitable 2G contracts.
 
But the MMRCA story did attract attention because of the twists in the final capping process, starting from the Request for Information (RFI) to the Request for Proposal (RFP), and from short listing to the final selection.
 
To begin with, Rafale was not even a participant in the original RFI issued in 2001. At a later stage in March 2006, Rafale was accommodated as a replacement for the Mirage.

India plans to procure weapons and allied systems for $30 billion in the coming seven to eight years and recession-hit western economies are desperate to gain a foothold in order to provide jobs back home, be it the US, Europe or Russia.

asic military flying training in India is floundering and the military is not to blame. The Indian Air Force (IAF) is responsible for basic flying training of all military pilots and it has been carried out on HPT-32, IAF’s basic trainer, since 1977. Army, Naval, and Air Force aspirants flew 72 hours on the HPT-32 aircraft before successful candidates were streamed into fighter, transport and helicopter flying institutions. The Army has now opted for direct training of its ab-initio pilots on helicopters at the IAF training centre at Allahabad.
 
The HPT-32 has had a chequered flight as a basic trainer and on many occasions was temporarily grounded due to accidents resulting from recurring technical defects in its engine. The IAF had warned the Government and Hindustan Aeronautics Limited (HAL) that HPT-32 would have to be phased out earlier than planned, and that the induction of a new basic trainer had become an urgent necessity. But neither the Government nor the HAL took any concrete action. Finally in July 2009, after a fatal crash involving two pilots in an HPT-32, the IAF grounded the entire fleet of 116 aircraft as being unsafe to fly. The original planned phase-out of HPT-32 was to be in 2014, by which time HAL’s new basic trainer – the HTT-40 – would have been ready...readmore

 joined the police force almost 55 years ago, although the Indian Police Service was not my priority. I was allotted the West Bengal cadre. Interestingly, at that time also, people were talking of police reforms and even today they are talking about reforming the force.
 
The police should not be beholden to anyone. It is a disciplined, uniformed force, with a hierarchical command and control system. What has happened in the last 50-odd years is brazen political interference in the functioning of the police system and it is getting worse day by day. The politician, criminal and money nexus has broken the command and control system.
 
This was not the police system we had inherited in 1947. The standards of integrity in the IPS and the credibility of the force in general then were very high compared to what it is today. To give....readmore

hat do you understand by yellow journalism? You got it all wrong if you are in Karnataka and in the company of journalists. Here ‘yellow journalists’ mean two categories of scribes: those who refuse to receive and those who are not offered ‘gratification’ by the ruling party of the day! To make you more curious, this gratification amount for individuals varies from Rs 7,00,000 per week to Rs 15,000.
 
Karnataka, surely you know, is a leading state in India. So, it is quite natural that even in the age of Nira Radia leaked tapes, the establishment in Bengaluru has not allowed its scale of gratification to turn insignificant by allegedly distributing every week, through an eight-member committee of the ruling party, one crore, forty-three lakh, seventy thousand rupees.

 recent event in Basti, a far-off district in eastern Uttar Pradesh, made big splashes all over the country, more so in bureaucratic circles. It was the alleged outburst and abusive language used by Anurag Srivastava, the then Commissioner of Basti, against Mohit Gupta, then posted as Superintendent of Police, Siddharthnagar. Later, many versions of the story appeared in the media, making it appear as a spat between our two premier services—the Indian Administrative Service (IAS) and the Indian Police Service (IPS).

Had I been there, I could not have resisted the temptation of referring to the monkey population of North Block. I do not think the process of budget preparation will be complete without elaborating upon their contribution.
 
Imagine a Deputy Secretary of the Tax Research Unit, totally engrossed in calculations of excise duty on tiny industries or whatever. He sips uncountable cups of coffee, while cogitating on the repercussions of this rate or that. Former Chief Central Information Commissioner, Wajahat Habibullah (1968 IAS J&K) has suddenly emerged as a strong contender for the prestigious post.
