State of fear

THE UPA-II government might be on the fast track, especially regarding economic development, but its Secretaries are a harried lot. Ministers direct them to implement the projects but, down the line, Joint Secretaries feel the pinch in the deals. The projects are worth thousands of crores of rupees and harbour the vested interests of MNCs or large business houses. Even the PSU appointments are creating a stir in the government as they are the handiwork of big business. With the surfacing of the 2G and similar scams, that have sent Secretaries and other officials behind bars, Joint Secretary-level officers are afraid to shoulder the responsibility of clearing files. The Secretaries came up with a solution: take away departments from the nonperforming Joint Secretaries and allot them to much junior Joint Secretaries. But this too has not yielded the desired results. Many Secretaries and Joint Secretaries are not in tune with the scope, design and technicalities of the deals.
