ASHMIR’ has been and, in all probability, will remain India’s
perpetual ‘work-in-progress’ in the foreseeable future. Lack of political
imagination/will, both in New Delhi and Srinagar, has more to do with it than
any of its other factors, including inherent volatility in the valley’s ground
situation or the menacing Pakistan dimension of the festering problem.
