Arvind Kejriwal,
Chief Minister of Delhi, seems to be in a mood to fight not only with the
central government but also its system of governance. He is not making any
noise about monitoring officials within the Delhi government and instead seems
fascinated by spying agencies. The Delhi government is governed by many minds
and none is aware of what another is doing. So Kejriwal is perturbed by the way
the government is functioning. He wants a mechanism within the government by
which he can come to know about the day’s performance of every government
servant with a simple click of his mouse. It has been reported that Kejriwal
has ordered a R&AW (Research & Analysis Wing)-like body to be set up,
tentatively called DAW (Daily Analysis Wing). The Wing will be an internal
surveillance agency. Kejriwal has instructed officials to draft the agency’s
working pattern and monitoring mechanism. The idea is to launch DAW to keep
tabs on all the employees of the Delhi government and take swift and effective
action, if needed, against them. We shall wait and watch to see how DAW
promotes good governance, as promised by Kejriwal. g
