TThe time has come to amend the Government of India (Transaction of Business) Rules, 1961, so as to clarify the situation in case of disagreement between the Minister and the Secretary. THE contentious issue of Secretaries to the Government, acting on the orders of the Minister, when a particular Secretary feels that the orders are irregular or illegal, had come into public debate after the 2G scam.
