A foot in two posts
SOMETIMES, a Joint Secretary-and-above officer seeks a transfer from one lucrative post to another though his term is yet to end and he has no intention of quitting it and joining the next one early. This situation, when it occurs, puts important Ministries in a fix. Crucial posts lie vacant for months as the incumbent is completing his tenure in the previous post. Some Ministries forwarded such cases to the Appointments Committee of the Cabinet (ACC). It gave the go-ahead to release the officers, but they refused to budge an inch. If the Secretaries are aware of these officers’ intentions, why do they send the transfer proposals to the ACC?
